Oman Awards a Major Green Hydrogen and Ammonia Project to a Joint Venture

Hydrogen Oman SPC (Hydrom), a state-owned company, has awarded a significant green hydrogen project to a consortium comprising Electricité de France S.A. and its subsidiary EDF Renewables (EDF Group), Electric Power Development Co., Ltd. (J-POWER), and YamnaCo Ltd. (Yamna).

The consortium has been granted a land block spanning over 341 square kilometers  in the Governorate of Dhofar. This land will facilitate the development of a large-scale green ammonia project with a capacity of 1 million tonnes per year. The project aims to leverage Oman's excellent renewable energy resources by installing approximately 4.5 GW of wind and solar capacity, coupled with battery storage and a state-of-the-art electrolyser of approximately 2.5 GW.

The green hydrogen produced will be supplied to an ammonia plant to be built in the Salalah Free Zone. Key representatives from Hydrom, EDF Group, J-POWER, and Yamna signed the project agreements, which give the consortium the exclusive right to develop, build, own, operate, and maintain the project for a period of 47 years.

 

The "Hydrom Phase A Round 2" competitive green hydrogen tender process that Hydrom launched in June 2023 led to the creation of this project. The award signifies the successful partnership between the different consortium members and the closing of the tender procedure. Hydrom also selected Fortescue and Actis for the development of a green hydrogen project in Oman.

 

Once commercially operational, the project will position the Sultanate of Oman as home to one of the .

 

Oman's strategic location between two key green hydrogen demand centers in Europe and Asia, coupled with its tier-1 infrastructure and logistics capabilities, have enabled it to leverage its first-mover advantage in the global hydrogen industry. The Consortium will lead the development of the project, conducting detailed studies with a view to swiftly delivering this transformational project for Oman and the energy transition.

Hydrom is a fully owned independent subsidiary of Energy Development Oman SAOC (EDO) and serves as the overall orchestrator and master planner of Oman’s green hydrogen sector. Its mandate includes setting the strategy and advising the government on policies and legal frameworks for the hydrogen sector, in addition to delineating government-owned lands earmarked for hydrogen.

 

Hydrom is also responsible for the structuring of , managing the allocation process to developers, and facilitating the development of shared infrastructure and connected ecosystem industries and hubs.
